Smell good, but not very fragrant in shower

This Cleverfy Aromatherapy Shower Steamers Variety Pack was available to me through the ebay Vine program. Cleverfy is a small startup company from Estonia (Northern Europe). The box was wrapped in plastic as was each of the 6 shower steamers. The steamers are festive looking with "confetti” inside of them. The scents and potential beneficial health effects are: Lavender (stress relieving), Menthol & Eucalyptus (sinus relief, energize), Bergamot & Mandarin (alleviate stress, elevate mood), Pomegranate & Rose (relaxes, relieves stress, fights anxiety), Grapefruit (relaxation, immune-boosting), and Peppermint & Lemongrass (cooling, refreshing, anti-inflammatory). The shower steamers are not labeled, but each scent is printed underneath the steamer in the box (see photo).When dry, the steamers have good scents. Instructions state to use one steamer per shower. It should be positioned under a light stream of water and not submerged. I have tried 2 of the 6 steamers so far, and have found in each case, the fragrance coming from the wet steamer was not very strong at all. I even tried positioning them in different areas on the shower floor, but did not notice a difference. If I used my shampoo or shower gel before the shower steamer was gone, the steamer scent was completely overpowered. Unfortunately, I have found this to be the case with some other shower steamers I have tried. Also, information states an e-book about essential oils accompanies this Cleverfy order, but I did not receive it. These steamers were designed in the European Union and made in China.
