IP address shows infected

I tried using this in Costa Rica but had trouble setting it up as it wouldn't connect to the IP address provided by Huwaei. I tried setting it up in the US but couldn't connect because it shows up as an infected/blocked IP address. Tried on both Mac and Windows.
