Size way off: my feedback

I have been looking for a black suit for church (usher) in stores and online. I always have problems with two-piece outfits because I'm a little thicker in the hips and thighs but have a smaller top section. I usually need a size 14 or large in tops and 14W or XL in bottoms. I loved the material; a little shine made it look very classy; a little heavy/thick but OK. I've never had this brand of clothing before and knowing my body shape, after reading the reviews I decided to go up to a 16. Well - The jacket fit like a size 12 or medium--strain to button it, a little stretch but not much, sleeves fell above my wrist bones and about 3/4 my arm when I bent them. The skirt was the perfect length (I'm 5'4 & 1/2), a little below my knees. No struggle in getting it on but could not zip it. Since I do like the suit, I'm going out on a limb and return the 16 and try an 18, which I have never ever worn a size 18 in anything before (except maybe when I was pregnant). If it fits, I'll forget the number since I know that's not my actual size.
